A government-funded regional destination board had 450 PDFs linked from its public website. The content covered accommodation guides, walking and cycling routes, event programmes, transport maps, and venue information. Around 90% of those documents had been produced by partner organisations, venues, and transport operators. The board had not produced them and could not edit them.
